Russell is a dynamic and strategic leader, offering an extensive record of achievement. He served in the Active-Duty Air Force for over 34 years, rising to the rank of Brigadier General. His experience as a professionally Qualified Licensed Civil Engineer includes managing and steering multiple projects and programs within the US and at international locations. Russell’s strong leadership and organizational skills enable developing and maintaining effective operational structures, processes, and procedures to deliver optimal efficiency, effectively control costs, and ensure maximum security and support. He was a valued advisor and key liaison experienced in working with personnel at high levels of government. His expertise in government affairs includes working closely with Congressional Representatives and committees, presenting, educating, and advising on various issues and policies.
Before his active-duty service, Russell was a project engineer/manager for municipal utility districts in Houston, Texas. In this role, he was responsible for designing and constructing single and multi-family subdivisions, including utility layouts, water plants, wastewater facilities, infrastructure, and drainage systems. He has held the position of principal officer in a land development company, and he was involved in coordinating development requirements, approvals, and variances with federal and state agencies, city and county governments, and all necessary utility companies. As a principal officer, he coordinated and facilitated all the utility companies and services. He worked directly with the City and County Planning Commissions to attain approval on all developments design, permitting, and zoning. This included obtaining notable variances and waivers from the commissions, which required extensive research and preparation of information to be presented in public hearings. As head of field operations, he worked daily with contractors and utility company representatives, assisting them with onsite design changes, contract procurement, validation management, and overseeing construction implementation of all aspects of the development projects.
